docs: move drive-to-VM assignment to Phase 11 where VMs exist

Browse Source 
Step 9.4 was telling users to fill in VM config placeholders before
VMs were created. Replace with a note to record by-id paths for use
in Phase 11 Step 11.6 where drives are actually assigned via qm set.
