Claude 9221fc85aa WiFi: set regulatory domain (country) in the WiFi wizard and web helper ...

Without a country Linux uses the restrictive world domain: networks show up
in scans but the adapter can't join them. The menu asks (default from the
existing config or system locale); the web helper uses the same default.
