Virtual consoles: really enabled by default, and Upgrade no longer resets the choice

provision_configure_display always installed 10-serverflags.conf with
DontVTSwitch=true, so Ctrl+Alt+F1-F8 never worked on a fresh install
despite the installer saying consoles are enabled by default, and every
Upgrade overwrote what Advanced -> Virtual Consoles had set.
