docs: fix perccli install in all walkthrough docs

Replace stale Dell tar.gz URL and deb extraction method across
complete-walkthrough.md and walkthrough-phases-7-9.md with the
working method: curl with referer header to get RPM, convert with
alien, symlink binary into PATH.
